         <description><![CDATA[<p>The Constitution can be changed, although it isn't easy. Leaders can suggest a change, or most of the States can ask for a meeting to suggest it. Most of the States have to agree on the change before it can happen. Once it's agreed upon the change can be added to the constitution. </p>]]></description>
