Rose and Lawson (1999) outlines the number of key dimensions and identifies the different types of accountability. The model also analyses the complexity of accountability e.g. its broadness and how it scopes different parts of sectors not just managerial and personal.

HMP Bedford Report states; 

- Drug use; survey identified very easy to acquire drugs problem rose from 4 to 14% ( managerial accountability)

This identifies the importance of this concept in the management of the prison. As it has an influence on public organisations running effectively if the public are made aware of the decline in standards of the organisation.

Human Rights Act 1998; 
HMP Bedford Prison Report highlights multiple issues that conflict with prisoners humans rights according to the Human Rights Act 1998. 

- Sanitary conditions were poor "prisoners living in crowded and cramped conditions" e.g. shortage of clothing, damp conditions, dirty and unscreened showers.  

- Prisoners weren't allowed to be unlocked out of cells due to staff''s fear of what would happen (BBC 2016).

This examples clearly show how the prison is both managerially and more importantly legally accountable for the conditions and staff's lack of respect towards prisoners. E.g. local leadership lacking and how management havent addressed or taken account for the many issues faced by the prison ( sanitary conditions, easy accessibility to drugs, mental health, community rehabiliation, overcrowding).
