         <description><![CDATA[<div>Page 10 of this report of the Minister of Education (1937) is useful as it discusses the effectiveness of the free milk in school which was implemented on 1st of March 1937. It also briefly talks about things they can do to improve (such as warming the milk in winter and getting advice on when is the best time for the students to drink milk). Moreover, shows how many students are supplied free milk and plans to extend it to more students. </div>]]></description>

They would have to go straight into the workforce after completing primary education.
