Focusing on the key areas, 1 each month (or as desired) on a rotational basis through out the school year. So taking resourcefulness as an example, this can be discussed during PSHE lessons and linked to PSHE eg learning how to deal with the loss of a pet. Then celebrating evidence of the skill (resourcefulness) in every day learning by giving out certificates at weekly achievement assemblies (eg. resilience awards).

Agree with the other comment on certificates awarded each week (maybe one per class? sort of star of the week?), with a focus on one of 4 areas each month/ half term.
Each of 4 areas could be launched at an assembly.
Alternative could be stickers of some sort, given at class level, but not sure that's as effective.
