However, algorithms are important for students who are overwhelmed by strategies. An algorithm is almost a comfort for them.
Number sense has to be taught first and in conjunction with the other strands throughout the rest of the year. 
Number sense/fractions should be taught all year long.

in primary show multiple ways, use more than one strategy, expose students to many ways before they choose what works the best
use benchmarks, but start to go off, ie counting by 3s, 4s, think 9, etc
an intro to cuisenaire rods has been done, but not used consistently-they work well in fractions, part, part whole
junior=building on primary learning, and encouraging them to expand their thinking by using strategies that aren't their comfort zone
