In order to establish a state, they had to have  5,000 adult males and if they had that, then they had to write a constitution. When the population of this area became 60,000 then the are could be founded as a state. The Government was able to pay off their war debt because they could sell their land.          <description><![CDATA[<div>	When the states were given control that didn't turn out so well , so the northwest ordinance was made.  It was a new way for states to be established and run.  For a new state to be founded , it would have to start with 5,000 free males in the area, from then on they made a small constitution so then when the population reached 60,000 that area of land could be made a new state.  When these states would be made they would have the same rule/power ect.... As the original 13 colonies.  The way the government was able to pay off their war debt was because they owed all the land now they could sell it off to proprietors.  Though slavery was banned in the all the states, native americans were treated horribly and their rights were ignored <br><br></div>]]></description>

         <description><![CDATA[<div>By having this land for people to settle it gave the colonies more money in order to pay off the debt from the revolutionary war. The Northwest Ordinance took a long time to pass because all the representatives from each state had to agree. This means it took a long time to be approved for the chance to pass because slavery was outlawed and the southern states didn't agree with that. Along with slavery being outlawed the Native Americans rights were taken and they could no longer have their land, even though they were supposed to be respected. In order for part of the territory to become a state it had to have at least 60,000 free males.</div>]]></description>

         <title>The Northwest Ordinance was a part of the second continental congress. It was made to control land in Ohio but they had to have 60,00 males for it. The plan was for new states to be added to the Northwest Territory. The plan was made just to help with money for the colonies because of their debt. The idea took a long time though because all states had to agree on it.</title>
