The poorer population blamed the richer, as their frustration was overflowing due to the oppression.
Most of the people who made accusations were from Salem village
Salem Village had to pay taxes to Salem town

 Just as this the United States was going through hard times, and there were frequently more terrorist attack, creating many cases full of devastating loses, This lead to discrimination and false accusations in both the past and present. 
In Salem when accused they didn't have a chance to prove themselves to be innocent. In the present day it it almost the smae thing. All of the innocent Muslims are being deprived to certain rights when aren't terrorists or contributing to terrorists. All of this in both past and present is being done in the name of saftey, while rather it is simply unjustified oppression.
