I suspect the people are gathered on the top of a building taking pictures and watching the sunset. I guess they edited two images together.

2)My evidence includes the fact that I had previously seen balconies on buildings, I can make out building tops, when people take photos, it's for a tourist attraction, and the hues of the sky indicate it's sunset time. My evidence is that the image doesn't appear to be accurate; there is a line where the city finishes on the screen, the buildings are worn, and there are several color schemes and sun applications.

3) It can be seen that the picture was taken in Tokyo in 2020 since there is a stadium stating "Tokyo 2020". Plus, the concept seems like those people are on the skypark of the tallest building.
