For the white community of the time, sub-urbanization provided cheap housing that enabled people to become very successful. However, African Americans found it much harder to become successful. Many were forced to live in sub-standard conditions because of this segregated neighborhooding, and because of such, were never given a right chance to make something for themselves. They were branded from the time they were born as someone who couldn't achieve much, and because of that they were forced to make much more of an effort to achieve something that is normally easier for someone with a more fortunate upbringing. There isn't really a way to right this situation as now instead of an idea, this segregation has become a fact of sorts.
