         <description><![CDATA[<div>The authors of the constitution wanted a stronger government than the articles of confederation, but they didn't want it to be so powerful that it led to a monarchy or a dictatorship. So, they placed several limits and restrictions on the power of the government. This is limited government, when the government can only do certain things the power is left to the states or the people. There are three branches of the Federal government, legislative (congress and house of representatives), executive (president and vice president), and judicial (supreme court). The legislative branch makes the laws, the executive branch enforces the laws, and the judicial branch interprets the laws. And each of these branches can limit the others to make sure that no part becomes too powerful.&nbsp;This is separation of power. </div>]]></description>

         <description><![CDATA[<div>Federalism is when power is shared between the Federal and State governments. The Federal government has power over the states and the states must obey their laws. Delegated power is given to the Federal government, reserved power is given to the states, and concurrent power is shared between the Federal government and the states. The powers delegated to the national government consist of declaring war, regulating foreign trade, making laws, and creating and maintaining armed forces. Powers reserved to states consists of establishing local governments, establishing and maintaining schools, conducting elections, and providing public safety. Powers that are given to the National government and to the states are raising taxes, building roads, and borrowing money.</div>]]></description>

         <description><![CDATA[<div>This is when representatives met to discuss the rewriting of the Articles of Confederation, but they decided to write a new constitution instead because the articles were too weak. Different states had different opinions so they had to compromise on some major issues. So, a new constitution was made to create a stronger federal government, protect states' rights, and create a blueprint for the United States government.</div>]]></description>

         <title>The Preamble and Article I - the legislative branch</title>

         <description><![CDATA[<div>The Preamble is the introduction to the Constitution. It was made to explain the purpose and principles of the Constitution.&nbsp; Article I creates the two houses of Congress, the House of Representatives and the Senate. The House of Representatives is elected every two years by the people. All revenue bills must originate in the House of Representatives and a census is taken every ten years to determine the population. A state may lose or gain members in the House as a result. Senate is elected every six years by state legislatures. There are two senators per state. The Senate has to approve many presidential actions like treaties and supreme court nominees. Article I also describes the powers of Congress. Expressed powers are powers given to Congress. These include collecting taxes, regulating foreign trade, establishing the army, and declaring war. Congress has implied powers to pass any law that helps them carry out the expressed powers. Congress makes laws by passing bills through both houses and having the President sign them. If the president vetoes them, Congress can override the veto with a 2/3 vote.</div>]]></description>

They are the chief executive, commander in chief, and head of state. To qualify to be president, you must be 35 years old, be natural-born in the United States, and reside in the United States for at least fourteen years. The president serves a four year term but can serve no more than two terms according to the 22nd amendment. </div>]]></description>

         <description><![CDATA[<div>The Supreme Court is the highest court in the Unites States and its main job is judicial review. Judicial review is a process under which executive, legislative and administrative actions are subject to review by the judiciary. It's important because the power of judicial review can declare laws invalid or at conflict with the Constitution. There is no age limit or citizenship requirement to be on the Supreme Court. You also cannot age out of being on the Supreme Court. You serve for life, even if you're on your deathbed, casket ready.&nbsp;</div>]]></description>
