Storms can be heavy and demolishing which makes this word a perfect metaphor for persecution because those situations can be messy and damaging as well.

He chose to write this quote to inspire the whole nation to let freedom reign upon the African American culture. He wanted change, so he kept saying "let freedom ring" over and over to drill it in to everyone's head that everyone should be treated equal, there should be peace in America for once, everyone should love one another.

 Martin Luther is basically saying let freedom ring from everywhere, from mountains as in a high top so everyone can have that freedom.  He knew people would keep hearing it and they would want to let freedom ring, Martin Luther wanted freedom everywhere (mountain tops)

I think what King meant by this was the dream of letting blacks and whites get together and be nice together is there but deeply rooted in the American dream which means its there but its barley there.

I believe he used natural imagery in this so people could get a sense of hope. Mountains are usually big structures and in terms of this quote, lots of hope.
