It is the right of all children to have access to an education that is best suited for them. This includes kids both in and out of special education and it is the responsiblity of all public schools to assess and provide the correct tools and support in order to make sure no child is left behind no matter the child's academic or behavioral circumstances.

2) ADA, section 504 & IDEA summarized

ADA, or Americans with Disabilities Act protects all induviduals with disabilities from discrimination in the work force and requires employers to make reasonable accomodations for these induviduals. While this law does not apply directly to education, it does help define the civil rights of all induviduals, including those with a disability. ADA also makes it the law that transportation, buildings, the work place, and areas open to the public are accessible to people with disabilities, as well as holding telecommunication companies accountable for providing avilable options for hearing/speech impaired induviduals. Section 504 is the prevention of discrimination against anyone with a disability in programs that receive federal funds. This means public schools must provide equal opportunity, including helping children who do not necessarily qualify for special education, but need additional support to succeed in school. IDEA, or Induviduals with Disabilites Education Act governs how public schools and agencies provide early intervention, special education and related services to those students who need it. This law prevents discrimination to those with disabilities in the school setting, and holds public schools accountable for providing the needed services so that every child may receive an education no matter their academic or behavioral disabilities.
