         <description><![CDATA[<div>When looking at the overall functions of the HRW, I think that currently they learn through their practice and research, rather than from formal training or “learning from the poor” as Hailey (2002) mentions. The reason I say this is because the ways in which the HRW interacts with local people is very selective. It seems it is either done to receive relevant information on the problem at hand or to identify victims. This is all well in good, but I feel that they should engage with local people a bit deeper than this and not only for the aforementioned objectives </div>]]></description>
