This was needed because the south had gone against the north, now that they have the war, they should punish them for it. Punishing the South would just cause more problems as a nation, and improvement would be slowed down dramatically. Lincoln, the genius, was able to recognize this and did not want progress to be hindered.          <description><![CDATA[<div>The best plan for reconstruction was the Wade Davis Bill. The plan eventually punished the South. They were needed to be punished for all that they have done, and this plan will also dramatically change the southern society. This plan also disallowed former Confederates to become government officials because they were against our country at one point in time. The new state constitutions that were made had to ban slavery which made sense. This plan also not only does favor giving African Americans the right to vote, but it also gives rights owned by white people to African Americans. The Wade-Davis Bill was the best solution to the reconstruction issue.</div>]]></description>

Lincolns plan may have been a little too easy on the south because only 10% of citizens needed to take an oath of loyalty to the Union, but I still believe that his plan is better. I think this because to form a new state government, 50% of the voters of a state have to take an oath of loyalty to the Union. I think this is way more fair than Lincoln's plan. In Lincoln's plan only 10% of the voters of a state have to take an oath of loyalty to the Union. I think this is way too easy and 50% is much better. Before the state forms its own government they should be committed to being a part of the Union by having at least half of the state committed to being a part of the Union.  </div>]]></description>

One reasons being that the South thought that it was okay to treat colored people horribly, so they deserved to be punished. While, Lincolns plan was telling the South that what they were doing to the colored was right whenever it wasn't. The Wade-Davis Bill also allowed for people of color to vote, while Lincoln's plan only allowed some African-Americans to vote. The Constitution talks about how all men are created equal, and the Wade-Davis Bill helps that become true by letting African-men to vote as well.          <description><![CDATA[<div>I think that Abraham Lincoln had the best plan for reconstructing the Union. Instead of punishing and being cruel towards the South, Lincoln pardoned them. They were essentially given another chance to accept the new ways of government and the ban of slavery. Although not all rights were given to African Americans immediatley, Lincoln only gave them a few. African Americans should have had complete equality, however the South might not have agreed to reconstruction if this were to happen.          <description><![CDATA[<div>I believe that the Wade-Davis Bill has the best plan for "reconstructing" the Union due to numerous reasons. First of all, this plan indicates that the South was going to be punished for the acts that they participated in during the Civil War, which I think is very important. By punishing the South, it shows that what the South believes in is cruel, and it demonstrates how they treat those of a different skin color is horrid. I feel that Lincoln's Plan is playing it safe by giving a pardon to the South, and the acts that the South underwent are not something that should be forgotten; the South should pay for what they did during the war. Also, the Wade-Davis Bill provides all African-American citizens the right to vote, unlike Lincoln's Plan. I believe that this factor that the Wade-Davis Bill provides is very important because not only was the Civil War fought in attempt to ban slavery, it also was fought for African-Americans to gain full equality in the United States. Overall, I believe that the Wade-Davis Bill is the better plan to reform the Union. </div>]]></description>

I think that this is better than Lincoln's plan because Lincoln is letting the south get away with what they did and it could give them an option to disobey their future presidents if they don't agree with the president. I feel like if the country goes with Lincoln's plan, the south could see him as weak and could just fight against Lincoln if the citizens of the south wanted to. By pardoning the South, it helped the Union move forward in reconstruction, seeing as the South is a very valuable part of the Union. After offically banning slavery, Lincoln took a slow start to the rights of African Americans. He did that because he was aware about how some people would act if he immediately gave the same rights that whites have to African Americans. If the South was not punished for their actions, there would be no reason for them to refrain from rebelling again. Also, by not allowing former Confederate officers or Government officials to hold office or vote, it minimizes the chance of the Confederacy starting up again. Furthermore, requiring 50% of voters to take an oath of loyalty to the Union for the state to be reinitiated into Union instead of the 10% Lincoln proposed. This would increase the overall feeling of Unity if at least half of voters swore an oath to become part of the Union again. Finally, this plan provides the most amount of rights to African Americans, and human rights for all is definitely a good thing. Therefore, the Wade-Davis Bill is the superior way to reconstruct the Union.</div>]]></description>

Lincoln made fair points in his plan like "10% of the voters of a state took an oath of loyalty to the Union." 10% is not a large number and since the Union did win  it is only fair. Also the African American rights in Lincoln's plan we better than the Wade-Davis Bill. Even though the rights still weren't great they took a bigger step into equality than the other plan. If the Union did not interfere enough with reconstruction, the South would fall into their old beliefs, and we would be back exactly where we started.  It is also important that we give all African Americans equal rights because we fought this war to free them from slavery.  Now that we have one the war, to not give them equal rights would be cruel.  We would be no different from the Southerners who imprisoned them before.  Lastly, I think it is important that this bill requires 50% of the voters of the state to take an oath of loyalty to the Union, compared to Lincoln's 10%.  More people will be inclined to follow the rules that the government sets in state if more people took the oath swearing their alliegence to the Union.  </div>]]></description>

The main reason as to why I believe this plan is the best is because of the plan giving African Americans the right to vote. If you're going to have a huge war to end slavery and risk many young men's lives, then you should give the slaves (especially the ones that helped you to win the war) their freedom and let them have a say in their government and country. Although their are certain aspects to Lincoln's plan that make sense to me, they would not be as beneficial to the Union like The Wade-Davis Bill would. President Lincoln&#39;s plan to be &quot;mild and forgiving&quot; is just not realistic.The American people did not fight a long and brutal war against the discrimination against Black Americans just to find out after they fought President Lincoln wouldn&#39;t be forceful on the Southerners. They deserve the punishment for their crimes. The south needs to be fully reconstructed and the only way that would happen fast and effectively was with the Wade David&#39;s Bill. </title>

         <description><![CDATA[<div>I think that Lincoln's Plan was the best plan. It may have not forced the South to accept the ways of giving all equal rights, but it involved less conflict. With the Wade-Davids Bill they would force the South to do things which will cause violence. This could ultimately cause in a longer wait when it comes to equality. The South is already bitter about losing the war and the Wades-Davids Bill will just make everything worse. Lincoln's Plan may be a slower route, but it will be more effective.</div>]]></description>

         <description><![CDATA[<div>The Wade-Davis Bill was the best plan for "reconstructing" the country.  The plan did give the South a consequence for going against the North, but the plan gave the South a second chance, in a way.  The plan also granted African Americans the right to vote, which was able to show people that all men are created equal.  Also, the plan denied the right to any Confederate government officials and military officers the right to vote or hold governmental office, so there wouldn't be a chance of the war starting again.  The Wade-Davis Bill was the most effective plan for "reconstructing" the country.</div>]]></description>
