She is not sure how the MACC listened to the RSF Groups. The recommendations they created went to the county rather than the MACC. 
They adjusted their scope to the nature of the pandemic, so the MACC was less flexible.

There was a big delay in being able to respond and have the additional support functions launched. It seemed that dividing people into committees and who should do what took a while. 
Constraints of funding; what they needed help with vs. how much money they could actually spend. The lack of training and familiarity on support functions would create issues. There was not a decision making process which made it difficult to determine what to do and affected willingness to participate. 
Staffing was also a shortfall, and even holding meeting where people had to schedule, take notes, follow up, research, etc. were more difficult as many duties fell on one person (Lisa). There have been many retirements and the vaccination and OSHA requirements have been and will be an issue. 
When do things go back to "normal"? When do people begin to go back to their regular jobs, especially when COVID related issues are still present.

There needs to be more training. Knowing how to adapt to the FEMA model and be able to restructure based on the issue at hand. 
Differences in policy caused confusion throughout the different groups.
