I think he believes that you can't be savage when you're loved, too. He had this idea that the people of the world were at constant war (but honestly, that all he new). He was in both of the wars, and lived through the cold war. With the Germans and the Japanese at war with America and Britain, the rest of humanity had to do some pretty brash things to help them out.
