Well, maybe it's because they're just hungry looking for food or maybe it's because they're watching us. Ever go to a really big city and notice many more pigeons on the ground? That's a reason for people to believe they're spies. Yes, there is more people, more liter, and more food available for them, but why not in the country, or in a county? The belief is that the government uses pigeons in big cities, where a threat could be present, to keep watch for any possible attack. The government legally is unable to watch citizens from smart devices, but as many know now that they do anyways, though phones and the internet. Although there could be reasons why it is not true. I did research to try to find opposing views, but I didn't have any luck. Some could say, pigeons are just birds who roam wherever they like. Pigeons could be the smart birds of the world that populate big cities to get more food from the people. This could be a reason why someone would believe pigeons are not spies.
