Even though paper and cotton are popular options, with cotton being extremely water-intensive and paper not being as strong as plastic, the best alternative would be hemp bags. I have worked on two plastic bag bans in towns in Massachusetts and Rhode Island, along with working with city leaders in Newton on a plastic straw/bottle/takeout container reduction bylaw in food establishments. We sometimes have a bottle credit, but not really. Our state legislature keeps shooting down a bill to enhance it. People don't know how to recycle properly, and it is a chore to keep explaining.
