It was built by a man named Diotisalvi. There has be some debate as to who the original creator was however.

Yes, It serves as a popular Tourist Definition for Italy. 
However, Tourist are only allowed to spend 30-35 minutes in the tower at a time.

What was its Purpose?

Its original purpose was to serve as a Cathedral Bell Tower for the Pisa Cathedral. But now it serves as a tourist destination for people to visit.
