         <description><![CDATA[<p>No.</p><p>The island might be covered by seawater owing to the increasing sea level. So it might not be suitable to live in the following few decades or centuries. </p><p><br/></p><p>The cement may pollute the mud during mixing, this will destroy the biodiversity and ecosystem next to the construction for around 100 meters</p><p><br/></p><p>The government cannot give out a specific cost of the island, because the cost might increase due to the delay of the construction or estimation mistake. If the government paid too much during the construction, the government might not have sufficient fees to maintain the basic needs of the people in HK.</p><p><br/></p><p>The government expects to earn a profit in a long future, but I afraid that the government doesn’t have enough money to fulfil people’s basic needs before getting the profit.</p><p><br/></p><p>To conclude, it is too risky to construct the island as a result of the irreversible consequences.</p>]]></description>

         <description><![CDATA[<p>-The cost of reclamation is lower </p><p>Since the central waters are shallow, with an average water depth of 4 to 8 meters, it is not difficult to reclaim the sea. The 1,700 hectares of reclamation is almost the same size as an airport, and there is no particular reason to believe that the cost will be particularly high.</p><p><br/></p><p>-The cost of transportation infrastructure is lower </p><p>The location of the artificial island of Lantau is moderate, the shortest distance from Hong Kong Island is only 4 km.In the future, the transportation network of the artificial island of Lantau can reduce the burden of three cross-sea tunnels, provide shortcuts from Hong Kong Island to the airport and the west of the New Territories.</p><p><br/></p><p><br/></p><p><br/></p><p><br/></p>]]></description>

         <description><![CDATA[<p>No </p><p>Cost effectiveness : the cost of conducting this project is uncertain, can’t estimate how much they need to use on it ,the victim is still an innocent taxpayer in the end.</p><p><br/></p><p>After conducting, government are planning to make it become CBD. However the main problem we are facing is residential problem, can it solve the problem effectively?</p><p><br/></p><p>Conducting it need 10 yrs or above, and also build the transportation system, it spend 5 more years or above. At last, maybe it will spend around 20 years to fully develop this island </p><p><br/></p><p>During conducting, toxic gases may be produced, thus causing global warming. Global warming causes glaciers to melt and seawater to expand. Sea level may rise. Kai Yi Chau may facing the threat of “being submerged”</p><p><br/></p><p>water pollution </p><p><br/></p><p><br/></p><p>Extremely weather cases: during the conduction, there are some extreme weather for example typhoon or flooding, the seawater expand, it may destroy the island </p>]]></description>
