Opium used to be used as treatments for diarrhea and anxiety in the middle ages. Later in the 19th century the use of it was normal and not seem as harmful. Morphine was used to ease pain during surgeries but this resulted in some addicts. In 1898 heroin was made and was labeled to treat coughs. Babies were given this when they were crying to act as a soothing syrup, but many died from overdose. Around the early 20th century people realized the addictive effects relating to opium.

"Heroin." UXL Encyclopedia of Drugs and Addictive Substances, edited by Barbara C.
