One of the busiest airports in Europe was Atatürk Airport. It had been one among the top five busiest airports in Europe by passenger volume since 2013. The two international airports in Istanbul, Sabiha Gökçen and Atatürk Airport, together served more than 100 million passengers in 2017.[9] Compared to the three airports in the Paris region, which serve over 100 million people annually, the six airports in the London area handle more than 150 million passengers annually.

Atatürk Airport was unable to enlarge to accommodate the escalating demand since it was surrounded by the city on three sides and the Sea of Marmara on the fourth. Likewise, Sabiha Gökçen was full. To provide enough space, it was decided to construct a new airport outside from the city.

It was decided to build the new airport between the Black Sea coast villages of Yeniköy [tr], Tayakadn, and Akpnar, north of downtown Istanbul, near the intersection of the roads to Arnavutköy, Göktürk, and atalca. 7,600 hectares (19,000 acres) of land are involved in the region surrounding Lake Terkos. This region had state-owned forest covering around 6,172 hectares (15,250 acres). 35 kilometres (22 mi) is roughly how far Atatürk Airport is from Istanbul Airport. The region included abandoned open-pit coal mines that were eventually buried under earth.

A total of 2,513,341 trees were present in the region, according to the Environmental Impact Assessment (ED) study released in April 2013, and 657,950 would need to be taken down immediately while 1,855,391 would be relocated. The precise number of trees that were felled and relocated, according to the Ministry of Forest and Water Management, wouldn't be known until after work was finished.

In contrast to the 16/34 runways, which are each 3,750 metres (12,300 feet) long, the two 17/35 runways are each 4,100 metres (13,500 feet) long. Despite being shorter than the other runways at 3,060 metres (10,040 feet), runway 18/36 is expected to grow to a length of 3,750 metres (12,300 feet), which is the same as the 16/34 pair. While 17R/35L, 16L/34R, and 18/36 are 45 metres (148 feet) wide, runways 17L/35R and 16R/34L are 60 metres (200 feet) wide. Every runway has an asphalt surface.

The opening ceremony was held on October 29, 2018, which was chosen since it was the 95th anniversary of the Turkish Republic's proclamation. During construction, the airport had gone by the unofficial name "Istanbul New Airport," but at the inauguration ceremony, the name was changed to "Istanbul Airport." On October 31, 2018, Turkish Airlines flight TK2124 to Ankara, the capital of Turkey, was the inaugural flight from the airport. Five daily flights started coming into and leaving the airport on November 1st from Ankara, Antalya, Baku, North Nicosia, and zmir, with Adana and Trabzon following in December.

Prior to the complete handover, Turkish Airlines was the only airline that performed any flights. Along with these trial flights, Atatürk and Sabiha Gökçen airports continued to serve all of the destinations served by the new airport. Originally, it was intended to relocate all equipment from Atatürk Airport to the new airport through the O-7 Motorway by December 31, 2018. The transfer phase was scheduled to commence on March 1 as of January 17, 2019. The transfer process, however, was postponed a fourth time on February 25 until April 5, 2019.
