Before we can define high quality History/Social Studies instruction we need define what History/Social Studies actually is. I feel as though History and Social Studies need to be a valued discipline - not an afterthought something that's weaved in through ELA. If anything - ELA should be weaved into the fold of History/Social Studies.
So - I think that H/SS should be a stand alone discipline in order for any "high quality" instruction to happen. For me high quality instruction centers around organization, evidence, and experience.

High quality history instruction goes beyond just memorizing facts and dates, it makes students think about WHY certain events happened and how those events influence their lives. It builds empathy for historical figures and groups different than their own, and highlights parts of history that aren't always part of the "standard" narratives

High Quality History Instruction includes well-planned and strategic content delivery using engaging strategies, quick turnaround on feedback on student outcomes, whether that is a flyer to be shared with the community, or a full-fledged campaign, and data-driven adjustments to lesson planning. High Quality History Instruction also includes appropriate scaffolding so that all students are able to access the content.

High quality History Instruction includes masterful use of the Practice Standards, as well as knowledge and use of the Guiding Principles. High Quality History Instruction includes use of and deft analysis of visual images, data analysis, and practice of argumentation skills.

It also includes connections to other disciplines such as Art, Science, and English Language Arts. Finally, high quality History instruction includes intentional modeling of important history skills such as research skills, annotation skills, and argumentation skills. It also includes building on literacy skills through building academic vocabulary. In the end, we are teaching students to build arguments based on solid evidence, and to think for themselves.
