After the Congress of Vienna, liberals repeatedly challenged the conservative order. Liberals wanted governments to be based on written constitutions and separation of powers. They opposed the old notion of the divine right of monarchs and the tradition of a ruling aristocracy. Liberals called for rulers elected by the people and responsible to them. Liberals defended natural rights such as liberty and equality. Not until later in the 1800s did liberals support the principle of a universal manhood suffrage, giving all adult men the right to vote. As capitalists, and often employers, liberals had different goals from those of workers laboring in factories, mines and other enterprises of the early Industrial Revolution. So what do you think this image represents nowadays?
