According to Remulla, the DOJ has already collated five cases and is working with the National Bureau of Investigation (NBI), coordinating with the Ombudsman and sharing research with the Independent Counsel Investigator (ICI) to avoid duplication of efforts and to expedite the process—wherein some cases will go directly to the Ombudsman, while others will be filed by the DOJ.

The DOJ's initial focus is on uncovering the conspiracy angle, which involves individuals from the Department of Public Works and Highways (DPWH), contractors, and legislators.

Following the "ghost project" cases, they will also investigate cases of "severely substandard" projects, as initially investigated by former Secretary Dizon.

Senator Aquino emphasized the public's desire for swift action and accountability to ensure that those involved are charged as soon as possible, particularly since President Marcos mentioned the issue of flood control during his State of the Nation Address (SONA) nearly two months ago.

Remulla committed to pursuing the cases diligently, building strong evidence to ensure successful prosecution.

He added that due process would allow for the earliest possible filing of cases within 40 to 60 days, giving time for respondents to submit their affidavits.
