I would argue that if an agency received some intelligence - that after analysis establishes there is some credibility to the information - they do have some obligation to act on the same.  This action may be to pass the information to the responsible agency.  For example, Family Services if a child is identified as at risk; Customs if the information relates to the import of prohibited substances or Local Police if the information relates to a potential crime.
