He pardoned anyone who was going to take an oath of alliance(Lincoln's plan). Andrew and the Congress was unable to agree on what to do with the matter of how to build up the country after the Civil war.&nbsp;<br>He was: A simple and straightforward person that spoke the truth(appeared cold).</div>]]></description>
