Problem: Public confidence in higher education has been declining for years, and the experience many students have buying textbooks can illustrate why. Not only are prices high, they are increasingly hidden in tuition and fees where students can't see it or decline it. Students are asked to pay to access their homework, and materials expire at the end of the term with nothing to keep.

Why Open: OER work the way that course materials should work. They are free to access, can be tailored to the course, and stay with the student after the course ends. Open pedagogy creates more authentic learning experiences that students value. This model builds trust rather than eroding it.

Problem: How institutions procure course materials is changing rapidly, as automatic billing programs replace campus-based purchasing and bundle materials costs into student fees. The result is a procurement environment that favors established vendor relationships over open alternatives, regardless of cost or quality.

Why Open: Textbook procurement could be moving closer to departments and libraries that have an interest in managing content sustainably and openly, rather than being outsourced to vendors with an interest in preserving the status quo.

Problem: Coursework often asks students to demonstrate understanding through assignments that can feel abstracted from any real purpose: essays with no reader but the instructor, problems disconnected from how a field actually works. Generative AI didn't create this problem, it just made the disconnect impossible to ignore.

Why Open: Open content and open pedagogy make coursework tied to real audiences and real practice possible at scale, turning authentic assessment into shared infrastructure instead of something each faculty member invents alone.

Problem: Free materials can still exclude students when text, images, or videos are inaccessible. Removing cost barriers is only part of ensuring access.

Why Open: Open licenses let educators adapt materials, fix accessibility barriers, and share improvements. Open does not guarantee accessibility, but it enables colleges to build accessible resources together.
