I see that in the picture, there are better houses. Tall buildings in the far front. And this indicates that there is great inequality in terms of development. It could be because of unequal wealth distribution. However, there is a potential possibility that these are the construction workers that actually built these large buildings. They can be immigrants from other places trying to migrate to this region

Since that I live near cost, and a lot of my previous generations would go fishing for aliving. They would build houses on seawater like this. However, the majority of the houses are temporary residents during their fishing period. None of those houses are ment to be permanent resident.
