The chip is designed to communicated to the brain cells that helps you recall and store information. He says 100 million seems like a lot of money, but to him it's not to solve this problem and that over time he'll need 1 billion dollars to execute a series of milestones. He also says the main problem will be society and the fear that all this intelligence promoted by the chip will cause terror.
