New states such as California, Nevada, Utah were states that were going to be decided as a slave or free state. After the compromise was presented, Stephen Douglass decided that the bill was to be split into 5 different bills. Vice President Millard Fillmore: Supported Henry Clay in the Compromise and signed them.
