In the clip Primrose is chosen as tribute for the hunger games. Her older sister Katniss had volunteered to take Primrose's place. This fact shows that if Katniss were to stay quiet, her sister would have been put into the hunger games. So in conclusion, the theme, "silence can be destructive" makes the movie The Hunger games what it is. While the paper picking was going on, not many people were talking other than a few snarky comments. Though using what is known from the story, the people in the town weren't talking against the sacrificial meetings every year.
