If the only goal would've been to send a man to the moon then the United States would have won, but that wasn't the goal. The goal was to see which of the two powerful countries could achieve the most firsts in space. The U.S.A. was never far behind in doing many of the things the USSR did. The Soviet Union was just more advanced and had better fit people both planning and carrying out the missions. Neither country failed to demonstrate that they were powerful, the Soviet Union just proved it more quickly.
