Cowboy Paul and Ginny are the primary suspects. 

 

Cowboy Paul lives a lavish style, wears Levi jeans, and needs the extra money. He is not technically an employee, but he has close access to the computer lab according to the map. The loading dock that he uses for his delivery truck is placed directly next to two doors. He openly stated that he was having coffee at 7:00 which may have caused cross contamination with white sugar crystals.

 

Ginny, the office assistant, is an up and coming professional. Even though she is only the assistant she has access to the tone lock of the lab. Ginny feels that her talent and efforts are underappreciated. She has developed the algorithms for the microchip but has not been given financial or professional recognition. She arrived at the lab at 7:15 and triggered the motion sensors/lights in the lab at 7:30 and 7:50. 

 

My hypothesis is that Cowboy Paul waited for Ginny to arrive. She met him at the double doors near the loading dock. Together they retrieved the microchip from the lab. Cowboy Paul touched the chip and left trace amounts of sugar, a denim fiber, and a partially smudged print. Ginny addressed the letter to a rival company but had to abandon the task because Randak arrived earlier than expected. As soon as Randak discovered the missing chip he put the facility in a security lock down. Cowboy Paul stated that he was just about to leave, likely with microchip in hand, but the alarms went off and he was locked in. 

 

The crime was an act of desperation on the part of Cowboy Paul. He needed the money. Ginny, however, just wanted the professional recognition and the financial reward that she thought she deserved.
