Everything got messy! Without cats, there were way too many rats spreading germs. Also, caterpillars started eating the roofs off houses.

Bring in more cats (like the parachuting cats!).

The ecosystem changed with the food web of all animals to eventually get DDT from insects origanally for mosquitos. It caused instability with the cats dying off from the sum of all animals below DDT's level and without the top predator to keep the second place in check aka rats they will populate to a ridiculous level. My ideas not too different from authorities like replace or add in the same top predator in higher numbers, be more wary of the tertiary predators population and keep it in check and finally to genetically modify animals who have DDT and study how to weaken or have it die off and if that doesn't work replace them with animals who don't have DDT.

DDT was sprayed to kill mosquitoes, but it ended up affecting way more than just mosquitoes. Other insects died too, geckos ate the poisoned insects, and then cats ate the geckos and got poisoned. Basically the food chain started falling apart like a line of dominoes.
When the cats died, the rats saw it was their moment and their population rocketed. At the same time, caterpillars increased because their predators were gone. Everything started getting out of balance in the ecosystem.
First, maybe don’t spray chemicals that accidentally wreck the entire food chain again. Let natural predators control populations, and if rats get out of control, reintroduce predators like cats instead of causing another ecosystem disaster.
