When the police robot was looking at the robot, he will saw that the robot won't have the command chip and that is why he look like a normal person who won't obey the orders. Also, the blow was given in the place of the chip, it was like the mark of a baseball bat. From there, the police understanding that the robots will open their eyes, so they began to alert everyone.  

And from there began the discord between people and robots.
