Poverty is a constant process and more of an arduous struggle.
As such, poverty has a great impact not only on the financial aspect but also on one's psychology itself.
What's particularly surprising is that they are quite often resigned to the term right because they are unfamiliar with the term right itself and haven't learned it because of the lack of money.
And they've always been the underdog
The biggest surprise was that they were unfamiliar with the rights themselves.

Despite the city's policies in response to poverty, the poor, from a deeply entrenched underdog standpoint, are having a hard time changing their perspective.
In response, this conference presented many areas to address their poverty from their standpoint and from the standpoint of the city.

The fact that the natural rights we enjoy were probably a right to give up naturally left us deeply concerned about how the government and local governments would change their minds.

In practice, the state must provide jobs and superficial assistance to the poorest. However, it takes a considerable amount of time to change their mental state and willingness to work, and to change the discrimination of others.

In particular, according to the idea of natural human rights stipulated in the Constitution of Korea, all people are equal and have the same rights from birth. I don't think the state should turn a blind eye or deny it because the act of giving up natural human rights directly with their own hands is an act of completely denying the founding ideology of the Republic of Korea.

However, the same problem arises even if the state supports them too much, and according to the idea of natural human rights stipulated in the Constitution, the state must deal with this crisis carefully because the act of providing support to only a special person while everyone is equal can be reverse discrimination and unconstitutional no matter how poor the basic recipients or the extreme poor are

The state must deal with the crisis well in these two ways, and I think it can be divided into 1) the market economy theory and 2) the national intervention theory.

From the perspective of market economy theory, if the state actively supports basic beneficiaries and the poorest, workers other than basic beneficiaries and the poorest will be dissatisfied with the policy supported by the basic beneficiaries and the poorest who have not tried hard to get a job and live a hard life, which may lead to a decrease in working motivation. Basic beneficiaries also become more dependent on the state, leading to market failure

From the perspective of national interventionism, if the state intervenes in this matter, it will be in favor of equality, which is the realization of social solidarity, and it will also be in favor of income redistribution in a situation where the poorest and the low-income class disappear. However, too much intervention is a time when the current Republic of Korea, which is based on a capitalist society, has a strong communist tendency and faces strong opposition from the people, so it is expected that the policy will not be able to exert any effort against the people's opposition

If I become a public official in charge of basic beneficiaries, I would like to suggest one plan.

How to resume the New Deal at the national level.
The New Deal was a policy tool to overcome the Great Depression of the 1930s in the United States.
Currently, civil engineering projects are actively underway in Korea, and if basic beneficiaries and the poorest are hired as workers in this field, I think we can support them, arrange their jobs, and provide them with the will to resume work without harming other private companies.
