So I do not actually think that there is anything directly that you can do about a student not having internet at home. Option number one being finishing the homework in a down time during the day to avoid doing it at home. Another option would be to allow students to either come in early or stay late at school with you to use internet there. The last thing I would say to do, is always provide a paper option. Just incase the student is embarrassed, or just wants to do things at home like other kids. Recently because of Covid schools have been offering hotspots to check out that the family isn't paying for and for a couple years schools have been letting students take a laptop home that's under their name. So if they can get a laptop to take home but no internet than you could download all of the assignments offline on the laptop for them to work on. I know how those students feel because when I was in high school none of this was offered to us and I didn't have internet at home. 
If its a worry that school resources cannot solve then don't assign homework that has to be completed at home on a computer or with internet. I know that there are some internet issuers that provide free or low-cost wireless internet for low income families. I specifically remember this being an option when I was in high school. If this is not an option at your school, I would try to refrain from assigning online homework if not every student has access.
