RESTRICTIONS ON WORKING HOURS FOR MINORS 14 and 15 YEARS OF AGE No person under 16 shall be employed: For more than 3 hours a day in any school day

This is the case so school work does not suffer, along with sleep as people under 16 are still learning to juggle school with life, so to add a 4+ more hours of work - something would have to give whether it be school, sleep, or even health. If this law had been instituted before and/or during the Industrial Revolution - children working in factories may have been able to go to school, or even have a healthy life without having to be beat to stay awake everyday as minors even younger than 14 and 15 had to work a 16+ hour shift, six days a week.

This is so much younger minors under 16 with little to no experience do not injure themselves or others as a result of engines, machines, etc. as minors in the Industrial Revolution had many injuries due solely to machines in the factories.

This is the case because even if a 16 - 17 year old posses some form of experience, it is simply not safe for them to work in coal mines as even much older, experienced, adults have died as a result of coal mines. Due to the polluted air in Coal mines, it is no where near safe for a minor to damage the lungs and have to live there whole life with that injury
