If you are a scientist, you are going to look at race as the biological difference between individuals, such as the difference in skin pigments. If you are a politician, you are going to most often look at race as a social construct. An example of this every 10 years the government takes a survey to identify race populations called a census. As a result of this survey we can analysis outcomes of communities which differ from one another and decided how and where to disperse social services.

If you saw someones skin color and it differed from what society portrays as the skin color of that race, race would be a social construct. But scientifically, race is just how different people from different countries look different and have different cultures and traditions.
