So for the Manchester Arena Bombings on Monday 22 May, 2017 the statutory agencies that responded were the Police Force, The Fire & Rescue Service and the Paramedics. A voluntary agency is a agency that can respond to incidents but only if they feel that their presence is necessary. One voluntary agency that I know responded to the Manchester Arena Bombing was the Red Cross. However, other voluntary agencies could have responded if they felt necessary. This is as the attack took place at 22:30 and the Greater Manchester Police force received their first call 3 minutes later at 22:33. They quickly dispatched units, including armed responders to the scene, even though they were not fully clear as to what had took place. 6 minutes later the police declared it to be a major incident. At 22:43 six armed response vehicles, containing twelve Authorised Firearms Officers, arrive and explosive searching dogs are deployed. This all shows that the police had responded well as, they were very quick to dispatch units and had the scene fully controlled and closed off within 17 minutes from the attack taking place.
However, the police force's response also had problems. This is because they didn't not communicate well with the other service. This is because as they were unsure of what had happened they did not want to send members from other services into the arena as there could have been another attack. Therefore this meant that, there was injured people in the arena and the fire service could not go in and rescue them, as the police force restricted access to the arena to everyone including other emergency service personnel. This shows that the communication with the fire service and the other services' was good as they were following the rules of the police service so that everyone was kept safe and nobody else was injure.
However, it can also be argued that the communication between the fire service and the other services was poor. This is because, the fire service personnel were not allowed access into the arena, and they did not understand why. This shows that the communication between the police service, who were in charge of the scene, and the fire service was poor.
overall, in my opinion I would judge the communication between the fire service and the other services as very poor. This is because the fire service did not gain access to the arena until 2 hours after the bomb exploded.
