Why is he responsible?

Kings Leopold II was the second king of Belgium from 1856-1909. He took control of the Congo free state in 1885 for his own personal use. I think that King Leopold is responsible for the death and enslavement of thousands of Congolese people because he was funding the actions taken by people like Henry M Stanley. He might not have been there personally but he was still funding the horrible things happening so he is still responsible. for example he paid off journalists to write about him in a way that makes him seam like a humanitarian while he was actively funding a genocide for his own personal profit.
