Established popular sovereignty in Kansas and Nebraska, the people in those territories would decide for themselves whether to allow slavery. They fled to Kansas to vote pro-slavery and anti-slavery settlers flooded into Kansas to influence the vote on slavery. This resulted in violent clashes, voter fraud, and political chaos.
