Victor has faced strife and suffering because of the monster. The amount of suffering he has faced at this point could morally justify his refusal to create a second companion.

The monster was fully aware of what he was doing.

A comparable analogy would be if a person who grew up without parents murdered someone, they would still serve a a life sentence even if they blamed it on the fact that they weren't raised properly. The murderer would still have to face the consequences for their actions. There is still a great possibility that a single companion won't satisfy the creature and he might want more companions to socialize with(Mind you, his mental age is still that of a child's). It's also possible that the companion won't want to associate with the monster at all. If the companion were to reject the creature, it would create more suffering for the monster. He may seek revenge on Victor for not being fully satisfied with the creature he created.  

 Two monsters is worse than one. If they both understand the way people view them and become tired of hiding from the world due to their appearances,  they may want to go on a murderous rampage of revenge, as previously seen by the creature with the death of William and the framing of Justine.

Neither Victor or the creature is capable of raising another living being. Victor had previously neglected the creature, which caused problems in the future for both. Who's to say the Creature is able to take care of another when he doesn't have a firm grasp on his own emotions. He could barely handle himself when he was responsible for the deaths of two people. 

Living off in the corner off the world is very idealistic. Frankenstein has an obligation to make the creature happy since he was the one who created him. A companion for the creature will most likely make the monster overall happier. This will also allow Victor to not worry about the creature disturbing his life.

Victor owes the monster the companionship he never gave him. (Grimly, 116) and the monster would be happy to have someone like him which would likely stop him from attacking others. As said in Frankenstein the monster promises, "My evil passions will have fled, for I shall meet with sympathy; my life will flow quietly away, and in my dying moments, I shall not curse my maker." (Grimly, 117) The monster has learned the pains of rejection, and would probably try to raise the female in a better way, away from humans. So she has a better life then his own. "What I ask of you is reasonable and moderate...Oh! my creator, make me happy; do not deny me my request!"(Grimly, pg. 116). Because the wish the creature wants is reasonable to him, he expects Victor to fullfill this wish. Rebuttal:
The creature would not become miserable at all because his one problem has been fixed, his need for companionship. The female creature would also not be miserable because this is all she would have known, so she will decide that the creature is enough. Also since they would go to South America any need for revenge would surely die down before they made that long trip.

Similarly how Victor's monster wanted to be seen as loving, but was immediately saw as horrifying. He obviously felt misunderstood and hurt. Considering the fact that Victor practically begged a new friend to be created, the female creature could lead to despising him. Why would she thank Victor for causing her the same pain he felt?

Rebuttal: 
Victor's monster was only hurt and confused because Victor wasn't there to appreciate, love, and guide him. If the female creature was to be created, Victor's first monster would be there for her. He would be the one to make her feel welcome. This would also avoid the female monster hating the creature because she would be happy to be alive and well instead of alive and misunderstood. The female creature wouldn't know anything else, so she would be content and happy with the first creature as her family.
