Kennedy wanted to place a naval blockade around Cuba. This aimed to prevent the Soviets from bringing in more military supplies. He also demanded the removal of the missiles currently there and the destruction of their sites.

The line when it says "Why can't things be the way they? Before the war began," JFK wanted to have peace and prevent war to figure out a resolution with the Soviets.

Although this was written during the cold war, the song is basically about the dangers of war in general as the lyrics say, "You that build the big guns. You that build the death planes. You that build all the bombs. You that hide behind walls," describing the dangers of war.

The song Blowin In The Wind was made by Bob Dylan and released in 1963. The song addresses the issues of the problem of war and wanting peace. The lyrics above that Bob Dylan sang mean the problems that are happening, and how preventable it can be to stop these issues. Bob Dylan is wondering how long it'll take to resolve these issues.
