These are powerful words that reference the Declaration of Independence. These lines pay testimony to the soldiers who died fighting there. This is a call to arms. "This nation, under God, shall have a new birth of freedom—and that government of the people, by the people, for the people, shall not perish from the earth."
Here, Lincoln defines democracy as a government "of the people, for the people, for the people". He is reminding the listener what it is they are fighting for and that the Union will be victorious.
