This is called social Darwinism, where the stronger country should naturally prey on the weaker countries. An example would be during the scramble for Africa where the European countries would invade Africa and steal the natural resources and create industries and factories with the new land they now owned. This of course was harmful towards Africa because their resources were being stolen and re-sold to them which was terrible for their economy but great for the Europeans.
