I imagine it would be a tedious and time consuming process trying to determine each persons contribution amount, not to mention the large number of staff that have contributed but no longer employed. 

Divide the contributions into 4 equal amounts. Ex: 40k divide by 4 = 10k

0-2 years divide equally from 10k

2-5 years (10k)

5-10 years (10k)

11 + years (10k) 

Just a suggestion but it should be noted that the majority of the staff would like a decision sooner rather than later regarding their contributions.
