They were constantly reacting to whatever the governor said. 
The state did not have enough staff to help everything come together. 
They had to inform the rest of the state how to react. 
They had backlash from a lot of different places, the state govt, the federal govt, and more but at the end of the day, they pushed through and succeeded. 
There were a lot of things they did not have in place initially.

Healthcare is so underfunded in the state, so there is a large reliance on the county to do things for them.
