NGSL is wider and more complex, covering more words of abstract content, that have been rightly eliminated from Band III. Unfortunately, after that, he switches the count to WORDS. Is it believable that a native speaker in an English speaking country would know only 25-30,000 words? Or did he mean word families... Is it possible that a Japanese student after 14 years of study would know only 2000 words in English or is it maybe word families? I personally think that the lecture wasn't clear enough to the listener, the terminology wasn't presented efficiently enough, it was in a way more a marketing exposure of the research rather than a professional, linguistic contribution for the teacher, who is left with more questions than answers. Hence the confusion of many of my  colleagues in this group. 

Keiko Koda in "Insights Into Second Language Reading" (Cambridge Applied Linguistics, 2004) stated a well known fact back then in 2004: "The prevalent instructional approach is to equip learners with a core vocabulary of roughly two thousand high-frequency words in the target language. The logic is straightforward: the core vocabulary accounts for roughly 80% of the words in most texts, and therefore the sooner these words are learned, the better L2 reading comprehension is expedited". Obviously, the target mentioned in the book was reading comprehension.
